Dussault --- What is the difference between the World Chang Moo Kwan and the Taekwondo Chang Moo Kwan in Korea? NONE after you read the fax ( I tried to send to you then you will understand unless your just slow ) The only difference I know of... is if you are a non-Korean and you have a Changmookwan certificate you will not be recognized for your dedication and work by the Kukkiwon ( Happy Now ) I have a nice commemoration plaque form Taekwondo Chang Moo Kwan Korea (4-11-97) with a beautiful CMK logo. The words however do not state "World" TKD CMK, it states "Korea" TKD CMK Korea Chang Moo Kwan = Korea, World Changmookwan = the rest of the planet..... The World is bigger then the little nation of Korea..... I was served time there protecting them from the North and a few of my relatives died protecting them in the war....I will never forget this and you better not either..... that nation in out of the woods the north will invade in days if we AMERICANS pull out ....I was in Korea when the president Park Chung Hee was killed ....and I saw the intimidation of the North Koreans first hand while there....People forget real easy.....But some of us don't ...... ***randmaster Anderson it is now time to start the ball rolling international on the New international Tae Kwon Do Federation it should be headquartered in Italy ONLY Un Yong Kim is out of the WTF the Kukkiwon is in trouble big infighting happening WE MUST MOVE NOW...
Cole -- Dussaurt Said -- When I recently asked four high ranking WTF representatives the question: "How many Non-Korean grandmasters does the WTF have registered?" Three of them replied: "Only Korean masters are qualified to receive a high rank from the WTF." One very young Grandmaster said, as he chuckled: "I never heard of any high ranking non-Korean black belts and I have never seen or met a Non-Korean Grandmaster. I dont believe there will ever be a WTF non-Korean Grandmaster!"You go around spreading this false propaganda thinking you will make some great gain? You have gained nothing, you have lost is your respect and you have lost the chance to know the truth. Since you are uneducated in what is and what is not Kukki-Taekwondo, I'll make an effort to point it out to you. There are currently over 800 non-Korean born persons who hold 6th to 9th Dan Kukkiwon. Seems you were cut off at the 4th Dan, I wonder why that is? But I see that you have been on a Dan collecting spree ever since. I would say you need to collect a few Kung-Fu, Kenpo and Silat certificates to really spice up the collection, maybe them you can make it all the way up to 10th Dan and be a Shihan Soke! Cole --- What I do know about you come from your article which is posted on the Internet, which is full of misinformation, like your email statements. by the way Mr. Al Cole....I am a 6th dan WTF...The WTF does not issued Dan, only the Kukkiwon does, then again maybe your 6th Dan has the WTF logo at the top. Does it look like the fake Dan certificate for sale in the back of the BEST catalog? You, and your audience, may want to check my facts out, directly, and while at it, check out if your really a "6th Dan WTF." All you have to do is give them your full name and birth date to find out. Let me know what they say, the answer should be interesting since there is no such thing as a 6th Dan "WTF." Here's the info you need, or do I have to check it out for you? That number has grown since 1997 until now. If you really knew your facts concerning Taekwondo, you would already have known this, but it's ok, I'm here to help. Please see the KKWdan.JPG guys. Page 28 from the 1st Foreign Instructors Qualification Training Course held at Kukkiwon, July of 1998. James, you seem to be unclear on another point. NO NON KOREAN 8th dan NO 9th dan ACCORDING TO THE WTF<< Originally your were making statements about "Grandmasters", I see that you have changed your wording and are now trying to narrow it down to just 8th and 9th Dan as being "Grandmasters", another point you are confused on. The Kukkiwon, and the WTF as well call Grandmaster as 6th to 9th Dan. Regardless, you will see in the .JPG of pg. 28, there are non-Korean 8th and 9th Dans in the world. Being that your not one of them though, I can see where you might be in denial, in regard to this fact. More misinformation James. The WTF and the Kukkiwon are seperate organizations, even though the offices of the WTF are housed in the Kukkiwon building. The WTF controls all acspects of Taekwondo competition worldwide, while the Kukkiwon, World Taekwondo Headquarters is in charge of Taekwondo education programs, training, and Dan/Poom certifications. Which brings me to another point, what logo is on top of your Dan certificate? If any of you doubt what I say, feel free to email the WTF and find out the facts for your self, you don't have to take my word on it. You will notice that even thought the address is the same for the WTF and the Kukkiwon, the contact information is different. Check it out on your own to find the truth.

The WTF today, is in charge of running all Taekwondo competition events. The Kukkiwon does not, it is a different organization today. Years ago, the KTA came from the Kwans, Yes AL... Just my point CAME FROM THE KWANS so why doesn't the WTF/ Kukkiwon recognize the Kwan leadership can you explain if martial arts teaches respect of the elders why then is there a double standard here with Kukkiwon certification ( Happy now ) the Kukkiwon came from the KTA, As did the ITF and the WTF was formed by the founders of the Kukkiwon. Since that time, long ago, the KTA, the Kukkiwon and the WTF have all taken on different roles. The KTA still has the KWANS under its direction just as the USTU AAU Central Taekwondo Association have in the United States ... >>The Kukkiwon logo and the WTF name is on the certification.... when I was in Korea at the WTF/ Kukkiwon training center back in 1977-1979 ( United States Army ) the WTF/ and the Kukkiwon were on the certificate then too...<< I to have a Dan certificate with WTF and even KTA logo on it, along with the Kukkiwon. BUT, they are separate organizations today, and no where on the Kukkiwon Dan certificates that have been issued in the last 10 years will you find the words World Taekwondo Federation Yes Al the WTF changed the certificate that does happen so what is the point look at the or the WTF logo. Tis is why it is incorrect to state that one holds X Dan WTF. O.K Al Got the point technicality only ask yourself this question who its the president of the Kukkiwon and who is the president of the WTF pleas tell me if it is none other then Un Yong Kim ? if so how can one man be president of both organizations and call them separate organizations when he has the last word with both organizations...Sounds like Al Calpones mob model to me. .. or maybe I am just slow..... I have been a punching bag for over 30 years.....I have copies of so-called WTF Dan's that were issued in 1996, with the WTF logo, but, the poor fellow got ripped off. Cole --- Then you are a 6th Dan. I will not debate that issue. 590------ series numbers are numbers that are placed on Kukkiwon Dan's that are issued through the USTU our NGB. Think of this, you have posted misinformation on the Internet, for the world to see, someone was bound to come along and take you to task on misrepresenting the truth. You know the truth can uncomfortable for some folks. I've pushed all the right buttons, exposed the truth and the sources to find the facts, I can see that it is uncomfortable for you, you have instantly fallen to the low level of issuing a challenge on a physical level, but I understand your anger and embarrassment, all these years of spewing misinformation, maybe you have actually come to believe your own propaganda, maybe your just never learned the truth, in your search for the next Dan certificate? However just like being taken to task on your misinformation you have on the Internet, if you run across the right person, they may take you to task on your challenge, name calling, etc., think before you make such challenges. Being a Grandmaster/Shihan/Soke/Founder type, you should already know this, no? I hope I have helped you get your facts straight.

The WTF is the Kukkiwon The Secretariat of the World Taekwondo Federation is in the Kukkiwon building. The Kukkiwon, World Taekwondo Headquarters, is located atop the hillside in Kangnam District in Seoul, Korea just five minutes walk from the intersection of the Kangnam Subway Station. This Building with beautiful original Korean style roof was constructed in 1972 to house Taekwondo related organizations and to provide Taekwondo practitioners and contestants with modern facilities for training and contestants with modern facilities for training and competitions of Taekwondo.
Construction of the Kukkiwon, a million dollar project, began on November 9, 1971. The first and only gymnasium of its kind in the word was inaugurated on November 30, 1972 with many sports leaders and social celebrities attending. The completion of the Kukkiwon building was possible by the sole and devoted effort of Dr. Un Yong Kim, President of the Word Taekwondo Federation and then President of the Korea Taekwondo Association that was established by the Kwans to unite all Tae Soo Do, Su Bak Do, Taekwondo schools as required by the Korean government. The Kukkiwon completed its registration with the government of the Republic of Korea as a juridical foundation on July 7, 1974, electing Dr. Un Yong Kim as its president Besides serving as an arena for Taekwondo training and competitions, the Kukkiwon conducts Dan promotion tests and issues certificates to Taekwondo students of all member national associations of the World Taekwondo Federation. The facilities of the Kukkiwon are equipped with modern devices and have provided an ideal arena for training and competitions such as the 1st and the 2nd World Taekwondo Championships, the 1st Asian Taekwondo Championships and other Korean national contests as well as the 1st and the 2nd International Referee seminars, Instructor Seminars and various Taekwondo demonstrations. Coaches and students from many countries were trained here. The Memorial Museum which opened on November 30, 1991 made the Kukkiwon the center of the Taekwondo culture by showing the history of Taekwondo and various Taekwondo related materials to visitors. The Kukkiwon accommodates : Stadium , Boarding room, Two lecture rooms, Three locker rooms, Two shower rooms, Medical room, Computer room, Two management offices, Seven office rooms, Pavilion (Palgak-jong), Five rest rooms, Restaurant, Guard house, Museum.
You are still wrong in your research straight.. World Chang Moo Kwan issues a charter for Changmookwan organizations of witch the Korea Chang Moo Kwan is one of said organization. Grandmaster Nam Suk Lee is still the president of the Chang Moo Kwan and has been since October 5, 1953, In addition to this fact he will be the president until his death.
Cole --- So these men, like Grandmaster KIM, Soon Bae, agree with you that their are NO non-Korean 8th and 9th Dan Kukkiwon holders? James, would you be so kind o provide all of us the address, phone, and fax to the Taekwondo Chang Moo Kwan Headquarters in Korea, so we could asked GM KIM, Soon Bae? Gentlemen, I was just informed by Master Al Cole of Cleveland Ohio ( He says he is the only American Kukkiwon certified Instructor in the world ) ? I would like to know if the WTF/ Kukkiwon has changed the international discrimination policies of the 1970/ 1980 of no Non-Korean 8th and 9th dans is still in effect.. If this policy was changed in resent years please inform me to the facts and send me a updated international list of the Non-Korean background. Grandmasters and masters If the WTF/Kukkiwon has promoted Non Korean Black belts to 8th and 9th.... I want to know who they are...and what country they are from. If they have a Korean names this does not COUNT IN OUR BOOKS.....How many Whites, Blacks, Japanese, Chinese, Indian, Non-Korean background Grandmasters and Masters does the currently have. These are the games Global Martial Art Black Belts have been supporting It would be nice if we can start supporting the WTF/ Kukkiwon with our revenue support however we can not if there is still discrimination still with your organization.

I am sure by now you gentlemen have heard about the about a federal lawsuit being put together by other Taekwondo black belts to be filed in Washington D.C. that have been discriminated against. These Kwan certified black belts are Lawyers, Police, and even a few Government Agents these black belts are well aware of the discrimination and the monopolistic business practices of the WTF / Kukkiwon has demonstrating toward Americans and non Korean masters If the discrimination does not stop and the discrimination is not corrected the United States Federal lawsuit. I was told the litigation to be filed will be discrimination Anti- trust litigation after the 2000 games. I was told just yesterday the litigation might just file it just before the 2000 Olympic games to encourage more international press so the world will know the truth about the WTF/ Kukkiwon.

I respect him with the most internal feeling one can have as a family member.He is like a second dad to me and thousands of others......He has been a big influence to me and my decision to stay in the background and work as I have done for years..building the Changmookwan and supporting the CTA .....So Al here is what The Grandmaster told me about you ......" You are a very good man ...one of the old-timers you go back a long way and you do have a mouth on you just as all leaders ".....Theses are my words now I don't know you ..never met you ...but if Grandmaster tells me you are a good man then that is all I need to know.... As far as calling me out the way you did that was wrong ..I would never do this to anyone I do not know to be a fake...and I have proof to the facts....Now that is all I want to say on the matter....I mailed you the copies of the contract between Kim and Lee also a copy of a WTF/ KTA/ Kukkiwon certificate that was issued to me in 1977 by the Kukkiwon..You will notice that the WTF AND the KTA logo are on it remember Al ......Changmookwan is part of the KTA WTF and Kukkiwon... Grandmaster Nam Suk Lee has dedicated his life to his love to Taekwondo and the Changmookwan..... He is not a flake and he does not promote flakes... Cole ---I apologize for my lack of tact. I looked through some back issued of TKDT magazines and now I realize who you are. Also I am honored that GM Anderson gave me an honorable mention, and embarrassed that he was made aware of our communications. Coming from the American martial arts pioneer in my own state, is certainly humbling.
Sir, your post on the website had some errors, in my opinion, which I pointed out. It also appeared to be an attack on people who are my seniors, and some, possibly my close friends, hence my aggressive response. I never would have thought the attack would have came from one of our own. I am someone who speaks out, and I am very vocal, online as well as in person and I am loyal to the end to my seniors. But I understand that your experiences in Korea are different from mine. My relationships with the GM's in Korea, and the USA is something I value, and have gained much from. I am sure your experiences have an equal or greater value as well, but have brought you to a different point of view than mine. What else can I do but suggest we drop the subject all together and agree to disagree. If I can be of any assistance in the future, please let me know.

World Taekwondo Academy ñ 1st Foreign Instructors Qualification Training Course --The Kukkiwon ñ Seoul, South Korea --July 20th - 25th 1998 -- By: Master Al Cole

I want to thank Master Cole for making it possible for Christina Bayley and me to attend the 1st Foreign Instructors Training Course. We had a great time and learned a great deal about Taekwondo from the people who wrote the books. Master Cole wrote the following text shortly after returning from Seoul. It accurately details our experience and I hope you find it interesting.
Part One: Before the course
It was titled "The First Foreign Instructors Qualification Training Course". The course was offered by "World Taekwondo Academy, Kukkiwon". This course is the 3rd Class course for instructors, which is the most common and most offered course at Kukkiwon and until now, was only available to Korean Citizens. To attend this course you must be at least a Kukkiwon certified 4th Dan or above in good standing with Kukkiwon. The only other instructor course that has ever been offered is the 2nd class Instructor Course, which is only offered to those instructors who have completed and graduated from the 3rd class instructor course and who are 6th Dan certified Kukkiwon and above. So far they have only ever offered the 2nd class course to Korean citizens as it is needed to teach Taekwondo in Korea. There has never been a 1st Class instructors course which requires that the 3rd & 2nd class courses have been successfully completed and the candidate hold's the 8th Dan Kukkiwon and above. 18 Taekwondoin from the USA attended this course. I led a group of 10. They were Dennis Enberg, Rob Cleek, and myself, Al Cole from Cleveland, Ohio; Wes Dees, Christina Bailey, from Dayton Ohio; Ran Zohar, Mike Snisky, Andy Bouloutian, from Philadelphia, PA; Marika Powell from Palm Beach, FL; and Mary Zeller from Utah. There were 8 other Americans there, only one I knew of was Master Lee Cutright from Denver. The class size was just under 100 with people from over 34 countries.
Pre-Registration, travel, hotel, all that good stuff---Attendants had to pre-register for this course. It involved getting copies of your birth certificate, high school or college diploma's, Kukkiwon certificate, the application from the Taekwondo Academy, 4 pictures, the cost was $300 for 3rd Dan's and $400 for 4th Dan and above, all sent to Korea in a timely fashion. I wired the money to their bank account, which was easier I found. Kukkiwon hired a travel agency in Korea to handle the transportation, booking of hotel rooms, processing of applicants on registration day, breakfast at the hotel and lunch at the Kukkiwon along with tours when the course was completed. The organization on the travel agents part was a little off, but being the first time, and that people came from 34 different countries It worked out. You had to have original copies of all documents on registration day, which was July 20th. The cost of the flight was $890 round trip from Cleveland to Seoul and back on Korean Airlines 747-400. Travel time from Cleveland was almost 19 hours. Once we waited around in Chicago and became airborne, it was 14 hours to Seoul. Best thing is to plan to sleep on the plane. KAL is good; they feed you well and take care of you. I recommend them. Kimpo was confusing. Some signs were in English. Good thing the travel agent was walking around with a sign that had my name on it. We got on his bus and took the hour-long ride to the Novotel Hotel in Seoul's posh Yuk Sam Dong, Kangnam Ku area. Traffic is a nightmare in Seoul, as are the spider web of freeways and the super aggressive drivers. I could never make it driving anywhere there. Forget about renting a car, which would be suicidal. Our hotel, Novotel Ambassador Kangnamku was very nice (5 star), next to the Ritz, right next door, it maybe the nicest hotel in Korea. For three of us in one room, with three beds, it was $1,900 for 10 days. In our hotel they charge you full price per person, per room, with a small discount. They had a complete business center, three restaurants, a nice club, lounge, health club complete with sports massage, which I took advantage of. We could walk to Kukkiwon from our hotel. It was just a few blocks away up and down the back streets behind our hotel. The hills are MAJOR in Korea; it was a super workout just walking anywhere, even the short distance to Kukkiwon. We opened our hotel room window and right there, perfectly framed in the center was Kukkiwon. I was surprised that it was actually in the center of a multitude of buildings. It did have a small amount of woods around it, though it did look odd in the middle of all the modern buildings with skyscrapers all around. The scene was much different from the Kukkiwon poster I have hanging in my office from the late 70's of Kukkiwon nestled on a hill in the middle of the forest. It was exciting to see it though for the first time. Its bright blue Kiwa style roof and beige walls were good to see every time I looked out the window. We took a cab to Kukkiwon. We were tired. It was 3,000w, about $2. Walking inside for the first time was great. This was a special place, like no other. I have visited many historical buildings, but this one was different, because I had a direct connection with it's history, and that history was going to change again, and I was going to be apart of this historical event. I very much felt like I was welcome there. Whenever I was in Kukkiwon I was very comfortable and felt at home. We checked in, received our ID badges, our course textbook, printout of the days events. And were told to be there no later than 15 minutes before class started. We shopped a little at the Sung Min store at Kukkiwon, which is full of hard to find TKD goods of all kinds. I bought Mountain Kukkiwon special uniforms for all my instructor team members (20 uniforms). We also went to Sang Moo Sa (Pine Tree) which is at the bottom of "Kukkiwon Gil" or Kukkiwon Street. They had many pine tree items. It was nice for people who do not have wholesale accounts in the USA. The prices boiled down to a little less than wholesale prices in the US. There I bought Kids uniforms with short sleeves and short pants, white, v-neck with multi colored collars and bands on the pant bottoms for my kids and their friends, whom I teach, for free in my home dojang. My students went back to the hotel and I went to see Bang Man Kyu, the manager of Kukkiwon's video production office. He took me back to the museum where we sat and watch clip's from video's he had produced in the past and some he was currently working on. The clips were mostly of competition matches from World Championships, Korean Team Trails and high school matches along with excellent demonstrations. He also pulled out Kukkiwon's big fat book of every single official Taekwondo event held in Korea and abroad and their medallist. It was great having him look up various people and tell me about their Taekwondo career. After that he gave me a few nice gifts and we went to eat in the Kukkiwon cafeteria, which was down stairs from the museum which is a separate building from the Kukkiwon building. This was my first authentic meal in Korea. It was good, and exactly like the Korean food back in Cleveland, except that the Kimchi and most other foods in Korea (and the cafeteria) are salted much more. We bowed shook hands, I thanked him, we traded business cards, and I went back and went to sleep! Business cards are very important in Korea. If you go you should have them with you. It functions as a way for people to quickly understand that other personís status in relation to their own so to determine the relationship structure between the two, which in Korea, is very necessary. Once you have exchanged business cards, now you have formed a relationship, of some sort, with that person. Plus you can contact them later if need be.
Part Two: The course (40 hours over 5 days) Teaching Method: 2 hours Prof. Son, Chun Tak. Dept. of Athletics of Inchon University. ---The textbook for this course goes into great detail on teaching methods of Taekwondo. The aim is to be an instructor of the highest quality. It is practically identical, word for word to the Kukkiwon Textbook. As for Mr. Son's lecture. He English was very good. His main point was to be an effective teacher, not just a good teacher. He stated that as Taekwondo instructors we must control the social behavior of our students. He states there are two methods of doing this, positive and negative. He recommends the positive method, which is to encourage the student to do their best at all times. In this way he says, we can help prevent social misbehavior. The negative method would be to criticize or yell at the student after the fact. Preventative measures are the best tool for Taekwondo masters. The most stunning information was when he told the class they should do what ever it takes to make testing and class more exciting. This shocked the "hardcore" instructors. He explained that Taekwondo is for the masses and should appeal to the masses by superior technique and superior teaching methods. He said after your Gup (color belt) requirements to be achievable by all. Never make children's class or requirements to stringent. Do not compare students to each other, compare them only to themselves and promote them based on their personal growth, not meeting a long, intense series of requirements. He told us to find ways to build students confidence through praising the good points, then adjusting the points that need improvement. Here is his hand out with *notes I took. Taekwondo Pedagogy To be more effective Taekwondo instructor. Social behavior - related * control the students behavior by positive approach. Preventative approach. ---Controlling first activity * Post a sign the day before class to announce what will be done tomorrow in class. This creates a positive climate of being informed. ---Teaching sign of attention * make signs and announcements easy for all to understand. ---Developing rules: simple rules, no more than 7 rules. Make an age appropriate positive model of the rules. * Posting rules and class plan removes fears, especially for children. ---Controlling the flow of activities: momentum, smoothness. * Do not break the flow of class. Keep it exciting, build momentum, fluctuate the pace. Refocusing desirable behaviors: * instructor must be having student experience success. Instructor is not required to fix every mistake. Teach concepts in steps, break it down, simple easy to understand. Find something right the student is doing and praise them. Conveying enthusiasm: * keep your eyes on the students, let them know you are looking for improvements, that you are there for them, inspire them. * Tell students that they will know what is wrong. You will make it clear, up front, with signs and written materials, and verbally. Punitive approach. a. Effective resistance - Clarity *tell them what is wrong and why - Fairness *be serious, not rough, or show anger, show firm compassion. - Timing * don't put it off, act fast

Taekwondo History: 4 hours Prof. Jeong, Chan Mo of Danguk University.---Once again, the history section of the class textbook was basically identical, word for word to the Kukkiwon Textbook. As for Prof. Jeong's lecture, his English was challenging for me to understand. However he brought a series of video's on Korea's history and culture which were well done and in good English. The high point was when he brought out over head projections of the original Chinese and Yi Dynasty documents, written in old Chinese, which mentioned martial arts practices in ancient Korea. The Chinese guys in the class were reading aloud these areas to us, even though the old grammar was very challenging to them. He also showed projection of the Muyedobotongi, and discussed their relevance to Taekwondo's history. *A side note. After the class was over I caught up with Prof. Jeong and asked him about the origin of the Japanese race and culture. He told me that when Silla took over the three kingdoms Paekchae did not want to be ruled by Silla, so many people from that region migrated to Japan. He also backed up what I had heard about the Paekchae warriors know as "Saurabi" being the predecessor to the Japanese Samurai. But of course this is the Korean version. I am sure the Japanese may have a different opinion.
Dojang Management: 2 hours. Prof. Chun, Ik Ki of Kyonghee University. --This section of the course textbook is not included in the Kukkiwon Textbook. It is recently written as it refers to dates as recent as 1998. It looks like it is a highlight of points made by marketing companies like NAMPA and EFC. It is also written to some extent to the Korean citizen. It talks about getting the right certification and license to open a Dojang. The points he stressed in his lecture. 1. Deal with your students like customers. Make them happy. 2. Your customers are divided into three groups. a. Martial arts enthusiast b. Sports martial arts competition c. Recreational martial arts 3. Know your reasons for running a school. a. Help as many people as possible b. Have a positive effect on society c. Save lives via self-defense d. Develop mental and physical potential of students to give them a sense of power in their life. 4. Make free classes to the public. Examples a. Free morning class, TKD, Cardio-Kickboxing, stretching, etc. on Saturdays. Kids, adults, seniors. b. Use testing as marketing tools. Conduct them at a department store. c. Simplify public testing. Highlight that studentís particular skill. Ex. maybe they are good at a certain break, poomse, or kick. d. Award the student in public.
Game Rules: 2 hours. GM Song, Sang Kuen, WTF Referee vice Chairman. --This section of the course textbook is different from the Kukkiwon Textbook. It was written after the Competition Rule Revision of November 18, 1997 and contains all of the updated rules. To learn more about the updated rules, I would recommend contacting Master Keith Krotish (Kkrotish@aol.com), who is an IR. He should be able to direct you to a good source on the web. Test Rules: 2 hours. GM Kim, Byong Woon, Vice President of technique committee at Kukkiwon GM Kim, Byong Woon was by far the most colorful and captivating, by his sheer quick wit, comic approach to everyday life, piercing gaze, and large, permanent, sincere smile. His English was excellent. I was fortunate to have been invited to meet with him to discuss what interest foreigner's would have in attending training at Kukkiwon and their Korean culture educational interest. During that meeting he reminded me of a jovial uncle of mine who had a philosophically humorous anecdote for all of life's challenges. Even though GM Kim's portion of the course was about Test Rules, he felt the need to tell us all about the meaning of Taekwondo, and stories, which he did. Below is what he told us. While in Saigon, Vietnam, as he called it (his use of Saigon caused a stir out of the Vietnamese guys in the class), now called Ho Chi Min City, a parent of a boy ask if GM Kim would instruct his child in Taekwondo, GM Kim said certainly! The next day, the parent showed up with a child who had an unfortunate sever paralysis in their arms and legs. He was surprised as he had never taught Taekwondo to a person with a handicap, but kept his promise. After time the child could move, and eventually walk and kick. This caused many people with disabilities to train with GM Kim in Vietnam. He also told us that physical exercise in Taekwondo would eliminate the need for viagra in the west and that Taekwondoin have always been known for their stamina. THAT was hilarious! Then he told us an old story from the Middle East and Africa about a mouse and an elephant that fell in love, I did not quite get it, but his explanation of the clumsy situation was funny.
On Taekwondo: There is a duality of TKD. Physical and Mental. Physical is every possible technique; the whole body can be a physical weapon. Physical is two parts, Leg/feet (Tae) and Hand (arm)/fist (kwon). Mental is spirit (Do). Do is modesty, virtue, generosity, character, manners and courage. Taekwondoís aim is to connect physical and mental. The physical body, as a Taekwondo weapon, could be used for bad, like a knife or other dangerous weapon, so we must develop the mental/spiritual in our students and unify with the physical. What is art in relation to TKD? Teaching is Art. Teaching Martial (poomse, kyukpa) and Sport (competition) is that art. The art contains three components: (draw a triangle and place each of the three components at each point on the triangle). Poomse, Kyorugi, Kyukpa. These three components connect to form TKD spirit. These components all contain the following:1. Breath control 2. Eyes control 3. Distance control 4. Balance 5. Power control 6. Flexibility 7. Concentration Most important area's of Taekwondo, in order of importance. a. Kukkiwon Dan/Poom Certification (Black Belt) Low Dan: 1st - 5th Dan High Dan: 6th - 9th Dan. The most important questions in Taekwondo: What is your name, what is country, and what Dan are you. (This caused, at some point, for us all to stand up one by one and state our name, rank, and country). b. Training for Instructor International Master Instructor has traditionally been those holding 4th Dan Kukkiwon and above. Now 3rd and 2nd Class Instructor Course will be available for those 4th Dan (and 3rd where a 4th Dan recommends them) and above. (4th Dan's from countries that fall into "2nd Category" nations currently can apply directly to Kukkiwon for theirs and their students Dan certificates). *Note: the instructor textbook is very close to the Kukkiwon Textbook on issues of promotion regulations. There are however some subtle changes in the wording that does change the meaning of the original textbook version. Here are what the new rules for recommendation state in Article 5.1 and 5.2 from the Taekwondo Instructor Course Textbook, issued by the Kukkiwon.
Article 5. Recommendation.
1. Submission of Dan promotion applications should be made only via the President of the Member National Association (MNA) of the WTF in nations where the MNA controls at least 70% of Taekwondo bodies and private instructors. It is not allowed to be recommended by the individual instructors in that countries. Individual instructors are not permitted to make personal recommendations.
2. In those countries which do not fall into this category (herein-after called "the first category"), applications can be submitted by both the MNA and independent instructors."
\There are 157 nations that have WTF MNA's and 6 in consideration, to many to list here. I will try and give some idea of how this works however:
In 2nd Category countries like the USA, India, Zimbabwe, France and Nepal, independent instructors 4th Dan and above can apply direct to Kukkiwon for Dan/Poom. In 1st Category countries, Taekwondoin can only be recommended for DAN/POOM by the President of the MNA (NGB). Independent Instructors can not apply direct to Kukkiwon in 1st Category countries. Here are all the first category countries by region.

AFRICA: 25 MNA's and 6 in consideration, 22 are 1st Category, they are; Benin, Burkina Faso, Cote d' Ivoire, Egypt, Gabon, Ghana, Kenya, Lesotho, Liberia, Libya, Mauritius, Nigeria, Senegal, Sierra Leone, South Africa, Tunisia. Plus all six consideration countries (Cameroon, Central Africa, Sudan, Tanzania, Uganda, Zaire)
MIDDLE EAST: 10 MNA's, all are 1st Category
EUROPE: 45 MNA's, 19 are 1st Category Andorra, Belgium, Bulgaria, Croatia, Cyprus, Hungary, Iceland, Israel, Italy, Latvia, Lithuania, Poland, Romania, Russia, Spain, Switzerland, Turkey, Yugoslavia, Estonia.
PAN AMERICAN: 42 MNA's, 13 are 1st Category Argentina, Bahamas, Barbados, Bermuda, Cayman Islands, Dominican Republic, El Salvador, Guatemala, Guyana, Nicaragua, Panama, Puerto Rico, Surinam, Venezuela.
**Any countries not listed, if your NGB (MNA) takes control of at least 70% of independent instructors Dan recommendations, independent instructors will lose their right to apply direct to Kukkiwon for Dan/Poom, and will need the signature of their MNA President.

Also note that the Kukkiwon now requires that (Article 7.5.1) a Doctor or person qualified in first aid be present at all Dan tests, according to the scale of the test, and (Article 7.5.2) relevant instruction for safety shall be made to the applicants and test committee prior to the examination. Also, (Article 7.6) the Kukkiwon or test committee is not responsible to the law, criminal or civil, in case of applicantís injuries or death in the course of the Dan promotion test. Also, Article 10.3 (Kukkiwon Textbook) has been eliminated.
Some facts about sports:
-There are approx. 2000 sports in the world today. -GAISF (General Assembly of International Sports Federations, President, Dr. Un Yong Kim) is the largest sport federation in the world. -GASIF has 68 sports in it's federation, including Taekwondo.
-Olympics has only 29 sports. ASOIF (Summer Games) has 23, AIWF (Winter Games) has 6.
-29 of the world 2000 sport made it into the Olympics, Taekwondo is one of them.

I am with the Dean of "The World Taekwondo Academy, Kukkiwon" sometimes called just "Taekwondo Academy". He is GM Kim, Ho Jae, the vice president of the Chang Moo Kwan. He was a direct student of GM Lee, Nam Suk. I was able to meet with him in his office, and with an interpreter, have a brief but enjoyable discussion with him. I was honored afterwards that he presented me with a Chang Moo Kwan plaque, which he told me to hide and not show the others. I could tell from day one that he is a man to be taken seriously. His eye is on everyone's moves. You can tell he is the drill sergeant type. He had guys duck walking holding their ears for being late or other irresponsible stuff. But in his piercing gaze, you can tell that he cared for us all, and was very concerned over how the course was perceived by us. He spoke almost no English. But his speeches were very philosophical, and with a grilling style of intensity, it all even came through with the interpreter. I guess I have watched to many of those foreign films with subtitles, after a while, you forget your reading the movie. Days latter, I can recall the actorís voices, and in my head I can hear them articulating their message and even getting that message across with passion. It then seems as if they were speaking English only days before instead of a foreign language. That is how I feel about GM Kim. It seems as if he was speaking directly to us, in our own language, without the interpreter. Of all the men I met at the Kukkiwon, he stood out the most. His expression "Taekwondo Jung Shin!" then his silent fiery glare around the room, looking into all of our eyes. He made the biggest impression on me. He reminded me of where I came from. My own intensity in Taekwondo came from my Master Chong, who was very strong-minded and straightforward in his TKD instruction. I felt I was training with Master Chong's father, the source of that intensity. And I am sure in a way this is the case, being that GM Kim, Ho Jae was the Dean when Master Chong took this same course, July 20th, 1980, exactly 18 years, to the day, before me.
